1992 Ford Explorer EEC Fuse Question?

Hi I wanted to ask if my EEC relay fuse under the hood is blown,will that cause the truck no to start.

I am getting the crank,but it will not turn over,I've checked the starter,battery,and asll other fuses,the only one I found blown was the eec 30amp fuse.I was thinking of changing the fuel pump and filter,but wanted to ask about this fuse first.

correct, if the pcm is offline and not powered the truck will not fire.

yes it will in fact I pull this fuse to reset the computer instead of the battery so no power to the computer no start or run easy to check and or replace.
