I had the same problem on my 97 ex. I did like you and cleaned them myself, using jewelers screwdrivers to take the cover off. It's a short fix, so be prepared to have the same problem in several months. The contacts will re-corrode. 2 of the relays control the wiper functions...the third has something to do with the horn (horn and lights dont "blip" wothout this relay in. Horn may not work at all). But it's also linked to the 2 wiper relays somehow, cuz if you remove it, the wipers will not work at all.
I'm off to replace all 3 relays tonight, as my wife almost crashed when the wipers totally quit in a rainstorm today. It is a Ford only part...typical of my experience with the Explorer: Inexpensive to replace major stuff, STUPID expensive to replace minor electrical stuff.
