Windshield wipers only work on High?

Ok my 97 Mercury Mountineer my windshield wipers only work on high. I changed my multifunction switch that didn't work I changed the wiring harness cause the cables where not making full contact and made sure they where in the right slot and that didn't work I replaced the relay and that didn't work either. Could it be the motors? What happens is when I turn the wipers on they won't work until I am at the highest setting I think it is like 6-8 clicks and then it kicks on but of course only on high but this is the catch when I turn it down one click when it was just on high it will sometimes still work but at a slightly slower speed then if I go down one more click it completely stops then I have to keep trying to get it to sit at the bottom. So could it be that the motors are worn down and don't have any power it just seems odd that both motors would do that (this might sound stupid but is there only one windshield wiper Motor or two? Any help is appreciated
 






I have a 1999 Explorer Sport and my wipers only worked on high. The wipers wouldn't park correctly either unless I timed it just right.

I lucked out and found a cheap NOS Motorcraft wiper motor and that solved all my wiper problems. So it was a bad motor in my case. YMMV.

There is a big linkage under the cowl that the single motor uses to drive the two wipers (kind of like a steam locomotive). It's not too hard to change the motor yourself as on gen2s everything is accessible once the cowl is removed.
