1999 explorer wipers stay on

I have replaced the multifunction switch and motor with new parts and a used GEM module. All relays are good. Dealer said that only newer explorers(2005-up) need GEM modules to be programed. Wipers stay on high when multifunction is off, slow speed when multi is on intermittent, and will spray washer fluid when multi is on high. Anyone that can help with advise?

I suspect the compatibility of the switch you put on with the 1999 model. Did you buy it from a part store?

I had another experience related with the Radiator cap. I went to local Oreilly and told them I need a radiator cap for my 1998 explorer. They gave me and I found that it doesn't fit my truck. It is too big. I went back and told them that. They then give me one for 1999 model. That fits exactly. Isn't it funny?

I had bought a used one, no change and then a new one online and still the same.
