2002 Explorer Key Removed Accessories still have power.

I tried to search but the search function is not working. My brother went to install a new stero in his 2002 Explorer XLS 4 door. It has the 4.0litre V6. When he put everything back in the accessories are not working properly.

The Power locks do not work. with they key in or out.
with the key out there is still power going to the radio from the switched wire.
the power windows still go up and down. The dome light is not working with the door ajar, and there is no door ajar light on the dash illuminated.
We put the factory radio back in and it still has the same symptoms.
We also tried the spray WD-40 in the door Handles with no luck.

I did see a thread about a GEM Module. But it is not there in the radio area, or at least not easily visible. Any input would be great

Check the fuses to see if one went bad..

I didn't check the fuses because they there is till power going to everything when it isn't spossed to. All except the power locks. Maybe a relay though. I'll have to check those.
