2002 explorer P0401 code

I have already replaced the dpfe sensor and still have the code, do you think it would be the EGR valve? I have checked most of the lines and they look to be connected and in fair shape. any help would be great!

That code according to haynes manual is:E.G.R. insufficient flow detected.
