2003 XLT Question.

I have a 2003 Explorer XLT and I took it to my mechanic today for a noise problem on the drivers side under the hood. He told me it was a plastic bag/cover under my motor that Ford installs so rodents and such cannot get inside. When I turn my car off the air is hitting this plastic bag/cover and its making sort of a grinding noise. He said the plastic had to be replaced but my question is does anyone know what the part is called and if someone knows what I am talking about, do you also know how much the part would run in price?

Seriously, it may be true, but a) I've never ever ever seen anything like that, even on military vehicles, and b) how would it work?
