2004 4.0L SOHC throttle body wont open

I have a 2004 xlt with a 4.0 sohc . It had the timing chain rattle for some time.My wife was leaving the other day and after about 5 minutes on the road lost power. the broken plastic chunks told me what was wrong. Soooooo I pulled the motor and replaced the timing chains and water pump and all the gaskets ...basically a complete rebuild of the top end.Now its back together so fire it up and it runs like a top! Step on the gas and it falls on its face it wont go over 2000rppm. Ive replaced the mass airflow , throttle position, and rear diff speed sensor to no avail .Any one got any idea? engine off butterfly opens and closes normally but running it will not open and engine floods
 






electronic throttle control

The 2004 Explorer has electronic throttle control. The PCM controls the throttle plate opening/closing via an electric motor with a large gear reduction. The throttle plate is not designed to be manually rotated.

i don't mean to jump in on this thread but wanted to ask a question concerning the throttle plate inside the throttle body. I wanted to clean mine with some carb cleaner so do I rotate it manually with my fingers and hands or just take off the air cleaner and spray carb cleaner into it while the car is running and someone is revving the engine?
