2006 Explorer Eddie Bauer AC Fan Problems

I have a 2006 eddie bauer explorer. The AC works fine but the AC fan only blows at the high (3 and 4) settings. If you turn the knob to settings 1 and 2 the fan does not blow. Does anybody know what the problem might be? Blown fuse???

I had a similar Problem with my 2001 Venture, It ended up being a resistor block that was located in the same enclosure and may even be bolted to the blower motor assembly under the dash. Cost about $60 for the circuit board on the Venture. With more research I'm sure the explorer shouldn't be too much different.
