I have the thick black firm weather stripping along the perimeter of my driverside window starting to separate from the window frame and I get a constant wind noise while driving. I found that if I press the weather strip back onto the frame it'll go away. The distance it pushes in is about an inch or two so it seems it's REALLY starting to separate in areas. The weather strip is still very solid and firm and feels good, but it's not sticking to the frame.

What can I use to adhere the strip back to the window frame?

Automotive silicone should work.

Automotive silicone should work.

Should I pull the stripping away from the window frame entirely to add the silicone, or just kinda spot inject it where it's needed and press the stripping into the frame where needed?

Just spot treat it were it's not staying attached. Tape it down while it cures, or keep the door closed.
The best fix would to replace the whole piece.
