2011 Ford Explorer Headlight Problem

Recently used my headlight/fog light system for first time on unlit road. Visibility through windshield obscured(clouded) at eye level. Never have experienced anything like it before, Dealer checked headlight alignment and found within specs. Of course not checked on unlit road. Has anyone experienced this problem? If so was it the headlight/fog lights or the windshield?
 






Have not had this problem but will advise that the glass they are using is something new. Its some sort of laminate/composite (check out the etching on driver side lower -sound glass) Part of the effort to make the Ex quite and redce road noise. Could be your windshield thats casuing ths distortion.

The view through the windshield is clouded both on driver and passenger side but only at night when operating where there are no street lights. The distortion is not in a straight line across the windshield but rather an irregular line requiring one to slump in their seat to see below obscursion.
