I have a problem on my Explorer. The lights all work except the passenger side headlight which works on dim but not on bright. Changing the bulb insert did not fix problem.

It sounds to me that you have an open or excessive resistance in the power lead to the right headlamp. I'd take a look at the wire that powers the lamp, my Haynes manual indicates that it's a red wire with a black stripe. You can use a volt meter to check the volt drop across the length of wire, if it's more then ~0.2V it indicates a high amount of resistance.

Hope this helps

More likely it's a bad ground. With the lights turned off, check the resistance from the ground wire on the lamp to a solid known good ground (i.e. engine case). It should be very close to 0 ohms.

I would agree with you there if both beams in that head lamp didn't work. But since the filaments share a common ground, it seems highly unlikely that the ground is the problem, unless of course I'm misread the symptoms.
