2016 explorer 2.3 engine surging bad when driving

I have a 16 explorer 2.3 eco it will surge when driving around 35 mph and heaitate at a stop sign and the rpms jump at isle in park the cel dont come on

My 2016 Sport had a new transmission installed (including ETB), as the tech who took it out for a test drive after replacing the PTU experienced the surging.
