4low not engaging

I recently acquired a 2nd gen 96 explorer. Speedo doesn't work and 4low will not engage. 4wheel auto works perfectly fine but low doesn't. No dash light for 4low either. My question is does the speedo effect whether or not 4low will engage? The vss is bad and will be replaced shortly. Just wondering if both issues where conected in any way.

Must be stopped.

Foot on brake.

Transmission in neutral.

Then switch to 4low.

Yes trans is in neutral and foot is on brake. No 4low light on dash and it does not engage.

Ok, then probably just need to pull the shift motor and clean up the corrosion.

To answer your question; No the VSS and speedo cable have nothing to do with transfer case operation.
