4r55e transmission band question

I have a 1995 explorer and i was planning on fixing my 2-3 flare problem (replacing VB gaskets), after dropping the tranny pan I found what I would say is my intermediate band adjuster arms in the pan. What does this band do? I have searched all over and cannot find out the answer. Would that cause my 2-3 shifting problems or would I still have the VB gasket problem? I have been driving it for about 600-700 miles with this problem, am I harming it by doing so? Is there any fixes outside of rebuilding the tranny?

Bands break just like any other part. There is constant tension on it with constant flexing, so it's going to fail at one time or another.

Have to remove and disassemble transmission and get to second band after removing overdrive band first. A set of two bands cost around 35-45.00 dollars.
