4x4 Issue

I've got an 02 Sport Trac 4x4 but when I flip the switch to 4x4 it does nothing....No light and it doesn't feel locked in. I've checked the fuses on the drivers side any suggestions? Where to go next?

4x4 high or low? To get it in low you need to have it in neutral with the break pressed.

Park/Neutral won't go into either one high or low
