4X4 lights on dash blink

I have a 97 Explorer. I just switched the transfer case motor and the transfer case still will not engage. ( I knew the motor was bad). The lights on the dash blink 6 times every 2 minutes. All of the fuses and connections are good. Does anyone have any ideas on what else could be wrong.

Search for a little bit cauz this questions comes up at least every two months or so.
