Sounds like it could be your shift motor on the transfer case. A quick test is to tap the motor with a hammer. Sometimes this helps and the truck will shift into 4wd. If this is the case it means you need to replace the motor.
You have a torque on demand t-case does the 4X4 lights ever flash? The 4X4 is controlled by the GEM. Is the plug on the back of the switch fully connected?
Well if its for sale its a possibility it may have had an aftermarket stereo which requires the removal of the bezel sometimes and the switch may have come unplugged.
Could also be transmission control module behind passenger kick panel or glove box(?)...200-300 buck part fails quite a bit..symptom is as you described..no 4x4 lights when you start and no action from control...I just replaced on 2001 ranger
