88 Ranger won't start

Just wanted to update my original post.
This is info for anyone who might be interested.
1. The outboard fuel pump does not run.(yes-I did run 12vdc to it)
2. The ECU box does not provide a ground for the relays
involved.(eec, fuel pump)
3. The fuel gage is not working.
Thanks to everyone for your help.
Looks like I have a bigger project than I had originally anticipated.

The power for the fuel pump and relays runs through the Ignition control module on the back of the distributor... About a $50 part and notorious for going out. If it is completely failed, you will not have power to the fuel pump. Autozone can test it, but sometimes it shows good and really isn't, plus malfunctions can be brought on by heat.
