91 Eddie Bauer4.0 motor put into 98 xlt

is there anyone that may reccomend advice for what needs to be changed or why I am not getting power to the injectors, I think possibly due to the antitheft system. If so does the 98 xlt come with a chip key? my key will open the doors,turnover but won't run.
