91 XL ignition problems

I have a 91 Xl that for some reason won't start. I just had the heads and lifters replaced. Since I got it back it started to not want to start from time to time. Got to the point now the only way I can start it is to turn on the ignition and jump the starter relay post with a screwdriver. I have replace the following parts and it still has not changed a thing.
Replaced:
Starter relay
Ignition switch
Neutral safety switch
battery terminals
all fuses in fuse box as well as power distribution box.

Like i said if I tuirn the key and jump it with a screwdriver it fires right up, otherwise nothing just by turning the key. Any and all ideas would be greatly appreciated. Getting to be a pain in the (_I_) poping the hood everytime I go to start it.

If you have a mutimeter check the ignition switch output to the starter solenoid. When you turn the key to "start" there should be +12v at the solenoid terminal. If not I would suspect the ignition switch.
 






well that was my first guess, but like I said in the original post...it has been replaced.
