94 auto trans. not shifting to 2nd normally

I've searched and not found what I'm looking for. Here's the problem-just bought a 94 explorer automatic that has a tranny issue. When I start from a stop, I have to let up on the gas at 30 mph in order for the tranny to shift from 1 to 2. All other shifts occur normally, all downshifts work normal and smooth. I pulled the vacuum line off the modulator and it was dry. 4x4 does not work but appears to be the auto hubs. The transmission fluid was way overfilled so i drained it out to the correct level and looking at the oil, it is way overfilled as well. any help is greatly appreciated.

Adjust the bands. I suspect that the intermediate band might either be out of spec or broken.

I adjusted the intermediate band today with no difference in shifting. Anything else I can check or I guess it's off to the tranny shop? Thanks for the help!

The governor could be sticking or the intermediate servo could be leaking.

thanks forh the help brooklynbay! Is the governor or intermediate servo something I can fix at home, or does it need to be taken into a shop? Trying to save any money i can right now.

# 45 in my list of useful threads has information on replacing the governor: http://www.explorerforum.com/forums/showthread.php?t=155582. You could replace the servo yourself, but the catalytic converter is in the way.

I replaced the governor with parts from the ford delaership and still no shift from first to second unless I take my foot off the gas at 30 mph. There is no fluid in the modulator, I have adjusted the intermediate band, anything else to check/ adjust?

The servo could be dried out, and is not applying the band with sufficient apply pressure to engage it properly.
