94 auto trans. not shifting to 2nd normally

I've searched and not found what I'm looking for. Here's the problem-just bought a 94 explorer automatic that has a tranny issue. When I start from a stop, I have to let up on the gas at 30 mph in order for the tranny to shift from 1 to 2. All other shifts occur normally, all downshifts work normal and smooth. I pulled the vacuum line off the modulator and it was dry. 4x4 does not work but appears to be the auto hubs. The transmission fluid was way overfilled so i drained it out to the correct level and looking at the oil, it is way overfilled as well. any help is greatly appreciated.

I adjusted the intermediate band today with no difference in shifting. Anything else I can check or I guess it's off to the tranny shop? Thanks for the help!
 












thanks forh the help brooklynbay! Is the governor or intermediate servo something I can fix at home, or does it need to be taken into a shop? Trying to save any money i can right now.
 












I replaced the governor with parts from the ford delaership and still no shift from first to second unless I take my foot off the gas at 30 mph. There is no fluid in the modulator, I have adjusted the intermediate band, anything else to check/ adjust?
