94 Explorer no start, no spark randomly

Got a Ex I'm working on to give to a friends son. I drove it to the store the other day and it wouldn't start after getting back outside the first time it cranked over but fired up on the second attempt. Drove to the auto parts house and when I came back out it wouldn't start, it would turn over fine, had fuel pressure but refused to start, so I towed it home and it started right up the next morning. Had the Ex in the garage working on the transmission and changing the oil. Had started it up a couple of times to heat up the oil and refill the transmission fluid. Now it's sitting dead in my garage, I'm trying to go through all the test I need to so I can determine what is going bad. I unplugged the CKP sensor and with the meter in ac mode as I cranked the car I could see voltage as it turned over. KOEO I had 1.6v to ground on both legs of the CKP sensor plug(not sure if I should have it on both). I probed pin 8 of the ICM and have 12v on KOEO. I removed the coil pack electrical plug and a have 12v sitting at the plug, hooked a test light to the positive battery cable and cranked the engine over on each of the 3 negative terminals of the plug. My test light wouldn't light up on any of them. On the ICM the manual says to test pins 5&6 and I should have 2k-3k ohms of resistance. With this unplugged I have in the megaohms on resistance.

When it cools down it seems to start up or has a better chance of starting then when it's hot. I attempted to start it multiple times, a couple of times the exhaust went to popping.

EDIT: I believe it is the CKP sensor, removed it from the truck and tested it and am getting 13-15 megaohms of resistance when it should only be 2-3k ohms.
