My first thought would be the speedo sensor.

where would i locate the sensor, and how do i go about replacing it? fixing it?

It should be on the left side of the transmission. It inserts in a horizontal manner into the transmission the sensor in my 97 is digital, but in your 96 it might be a mechangical signal. There was some confusion at the Ford parts counter when I was trying to locate the right sensor. Also, there is a small plastic gear that inserts onto the sensor. Take the original with you when you go to get the replacement. I went through 2 incorrect gears before they got me the right one.

I would check the fuse first, since it would be easier to check
