How big of a tire can one put on a 16" stock rime on a 98 Explorer Sport without lifting and have no problems????? or even changing the rims also.....

Reaper,
With an hour's work and the magical "torsion twist" you should be able to fit 32" tires. Mine are 32x11.5/16 on stock 16" rims. Slight rubbing at the sway bar at full lock. Go with a 32x10.5 to eliminate the rubbing.
If you can't dance or don't want to do the "twist", probably 31s are the way to go.

Unfortunatly, there is now 32x10.5 inch tire, only 32 inch tires are 11.5 inches wide or more. It's hard to find tires for 16 inch wheels that are measured in inches, most are measured in mtric (Mickey Thompson is an exception, they have tires for 16 inch wheels measured in inches though). The metric equivalent of 32 inch tires is, for instance, 265/75-16. You can go to www.4lo.com to change the metric into iches. If you don't want to lift your truck, 31 inch tires will fit. Hope this helps.
