How do you know you have valve clatter? Are you SURE it's not something else?

SOHC's have problems with the cam chain tensioners making noise sometimes and that could be your problem.

Have you ever gotten your Explorer submerged up to the mirrors
 






I first thought it was a loose belt but the noise is coming from the sides of the engine . And after a few seconds the oil finally gets in the valves

Yes that noise has nothing to do with your valves. After a few seconds the cam chain tensioners are pumped up. You will have to pay to get this fixed from Ford. This in itself is not harmful, but I think you should definitely get a diagnosis because in certain cases the cam chain guides can fail resulting in catastrophic engine damage.

Not sure. If the dealer determines it's the chain guides it will be free, if it's the tensioners it will end up being atleast 4-5 hours of labor.
