99 Explorer having issues starting

Guys, I am having some issues and I am not sure if they are fuel related or electrical related or both.

My issue: the engine is having trouble turning over. It does not seem to be the battery because it will crank every time. It will just not turn over. This has been an ongoing issue that's has been happening over the past few month, but normally the engine would turn over after the 2nd or 3rd time. For example: First attempt to start the truck, it would crank but not turn over. Second attempt it would crank and turn over, but hesitate and sputter out. Third attempt it would crank and turn over like normal and stay on, like there is no problem at all. Once I got it turned over, I could turn the truck off and start it right up the first time.

Unfortunately lately, I assume because of the frigid temperature in Nj lately, I tried in vain to start my truck and after a half dozen attempts to crank I, no dice. It would not turn over. My bro in law, an ex Nissan mechanic gave it a try and after fiddling with it for 15 minutes, got it to turn over. Left it on to warm up, and was able to turn it off and back on the first attempt. Glad it worked but it is incredibly inconvenient to go through this, especially in the cold, and at this point I am not sure how reliable the truck is.

I am looking for a solution. My bro in law noticed a dent in the bottom if my gas tank and thinks that it is throwing off the fuel gauge reading and the starting problem is because I am low on gas. He said it might also be fuel pump.

Suggestions? Thanks a lot guys.

Edit: went out this morning and the truck started right up (around 35 degrees F outside). The day it wouldn't start the temp was in single digits.

I think you should follow the below 10F cold start procedure - give it some throttle while cranking. Other than that, sounds like you might have a intake air temp sensor issue.

Have you tried a new fuel filter. Could be clogged injectors. If you turn the key to ON position you should be able to hear the fuel pump run. Check the fuel pressure.
