99 Explorer Sport - what is the best way to gain access to rear quarter panel rust (fuel door area)

I have surface rust around the fuel door and it's definitely fixable but I want to gain access to it from the inside. I can probably pop the interior rear panel out enough but looking up from underneath the truck there appears to be a metal shroud attached to the backside of the quarter panel that will prevent me from really getting at the area I need to.

Anyone have an success stories on gaining access to the inside? I plan to clean it up and put a coating of por15 on it and then tackle the outside.


edit: I'll see if I can get a pic of this shroud I'm talking about.

My fuel door rusted out.
The cause, the rear tire throws up road salt to the backside o the quarter panel.
See. rusted out quarter panel fuel filler area- repair under way
You need too remove the plastic recess basin in the filler neck area, too gain access.
The panel behind that is the interior panel or rear cargo area interior panel.
That was rusted out. See the post above.
I install a shield too stop th road debris from hitting the panel.
I use fiberglass too cover the surface.
