A/C Cycling every 4 sec?

My a/c cycles every 4 secs when I'm at idle and throws out somewhat cool air but throws out cold air when I'm moving. Do you think its time for a recharge?

Yes, your refrigerant is low, but not low enough to shut off the system. You could refill it, but check with a dye to see if you have a leak somewhere. There is lots of info on this topic if you search here for the threads......
