a/c help

i'm trying to get the a/c working again in the explorer. it came with r12, and i've converted to r134. tried to charge it up last night, and for a few minutes, it got a bit cooler, but not much. matt said that it may be a bad clutch fan. he said that he could stop the fan from spinning with his hand with the motor running. if that were the case, you'd think that at highway speeds, and the motor at normal operating temp, that the a/c would blow cold. the compressor is kicking on and off as it should, and there's about 45psi of refrigerant in the system. we drained it out before charging it back up. anything else i should be checking for, or does anyone know of a shop that wouldn't charge me out the ass to have it fixed?
