A/C isn't engaging

My dad just picked up a 2000 Explorer XLS and the A/C isn't working on it. We checked all the fuses, tested the relays, and checked the pressure in the system and everything seems fine. The compressor will not engage when you turn the A/C on for some reason.

There are 2 different wire connectors going to the compressor and neither one of them is getting power, checked by a voltmeter. The connector at the rear of the pump seems to be some type of sensor and the one at the front top of the pump is the main power connection I assume. We unplugged this front connector and applied a direct connection from the battery to the compressor and the clutch engaged and was spinning, but the A/C still wasn't working. It was like the internal part of the compressor wasn't activated even though it was spinning. It just doesn't seem to be getting any power even though the fuses and relays checked out fine.
