A/C, ventilation controls

Last winter on a -10 degree day I flipped my vent control switch from defrost to floor before the car was warmed up. The controls didn't appreciate that since only defrost is available since. I assumed that the valves/gates that direct air were frozen and I fried a motor or something but I really don't know. Now that summer is here I would like normal A/C. So my questions are: what did I do? Are valves/gates electrically operated or do they operate on vacuum? What do I do to fix?

If you drop the glove box and look toward the control panel there is a vacuum actuator connected to a plastic lever. Well mine is broke and that is what's wrong with mine. If you flip the broken lever air will blow from the A/C vents.
