A puzzling install question

I am in the process of working out what goes where in installing the Bosch 180s on the Ex. I purchased a PIAA haring harness and switch off of eBay. I've everything figured out EXCEPT this: it seems there is not only a ground ring for the relay, but it appears that there is a loop for each set of wires going to each light. Could this be the case or these for something other than a ground? Each of these wires with the metal loop are black with red hash marks. I know black is for grounding, but I am not sure because of the red marks. HELP!

it does sound like it is an extra grounding strap
 






im betting it is just each light is independitly grounded.
 






I would also agree the description appears to be the grounding lugs of each individual light... The Hella harness is shown below (grounding wires in blue). Note each light could be grounded individually or together...
