A weird noise is coming from the front top of my motor.

i have a 95 ford explorer that jst died. it would turn over but would not crank. took it to a shop n they said it was the fuel pump so i changed it and now it will crank but now theres a wining noise and a noise that almost sounds like a fan blade hitting something and it gets worst when i turn my steering wheel.can anyone please help me with figureing out what this is thanks.
