So what have you done as far as the valve body? You rebuilt the entire transmission, but what about the valve body?

NO I DID NOT ITS MY OLD TRANS THE ONE THE BAND BROCK IN I HAD REV. BEFORE I REBULT IT ALL GEARS WERE IN GOOD SHAPE EVERYTHING LOOKED GOOD

Fragments from the broken band might have clogged a passage way in the valve body. Do you have a 0-300 PSI transmission pressure test gauge? # 10 in my list of useful threads has 2 links for information on how to use one.

Help me understand James. Did you have reverse prior to the rebuild? Did you take apart the VB during your rebuilding efforts? Do you have manual 1st gear?

YES I DID YES IF U ARE REVERYINY TO THE VALVE BODY AND YES

So you didn't take the entire transmission apart. You pulled the bell housing off, replaced the O/D band, then reattached the bell housing. Is this correct?

NO I CHECKED IT ALL OUT I PUT EVERYTHING BACK THE SAME WAY IT COME OUT I USED GLACIER THREAD I GOT EVERY PEACE OUT FROM THE OLD BAND

Pull the rear low/reverse servo out, and stick a screwdriver into the bore where the servo shaft goes to apply the band. You should feel the spring action of the band. Make sure that it's properly aligned with the case. Check the 2 seals on the servo as well as the cover gasket with the 4 holes. Use a 1/4" drive In/LB torque wrench to properly torque the bolts on the valve body. Check the valve body gasket for any flakes, chips, or pieces which could have broken off into the pan. Check the manual lever. It could just need an adjustment. Do your reverse lights turn on when you put it into reverse? Did you see if it's possible to start the vehicle in any other gear setting other than park or neutral? You might have a sticky valve/spool in the valve body. A valve body which has too much torque in one part, and not enough in another part could twist it enough to bind the inner parts.
