97 expl xlt, abs pumps runs @ 2-3mph, even with no brake use , no abs light, I have changed with used parts; speed sensors front and rear any sugestions??

My 96 was doing the same thing when I bought it used. It was really anoying when I test drove it, so I was able to negotiate a really good price on the truck.
I pulled out the fuse under the hood to disable the ABS, I might try to fix it someday, but now I dont miss the ABS that much, I just hate the ABS light always being on.
I think I saw another thread on this somewere in here but i dont remember what it said.
