I've been having the same problem even after new brakes and rotors. I was told that it is a faulty abs sensor. There is an abs sensor on every wheel and my faulty one is probably on one of the fronts.
To fix this, you need to replace your hub bearing as that is where the sensor is located.
i bet it is the same as mine was, i changed the back one and it has been good since than,
it is on the top of the diff with a plug-in ,
i think it was about 20 $, ,
