AC problem question

I have s 2002 Ford Explorer XLT. Recently I noticed when I switch the AC knob from the regular settings to MAX AC it does not increase the blower output. All I hear is a slight hiss noise when you turn the knob. ANy idea what this may be? It also seems like the regular AC does not blow quite as hard either, but it is cold.
 






MAX AC is just another way to say that it is recirculating the air within the truck, as opposed to taking air from outside. It does not increase blower speed.

The hiss is vacuum that opens/closes the actuator under the dash that lets in fresh air.
 






So does that mean that the recirc. door is not working? Any idea how to get to this, where it is located, any pics??
