Air Bag Light 2007 Eddie Bauer

My air bag light illuminates during the test portion of start up. Solid. No flashing. About 5 seconds after all of the lights go out my airbag light comes back on. This seems to be worse when the weather gets colder. I had this before and a battery replacement fixed it. Since there are no codes, just one solid light, then out, and another solid light, can anyone give me a suggestion as to whether this is going to cost me a lot of money? By the way. When shut off, my battery is running at about 11.5 - 11.6 Volts with the engine off. When started and charging I am seeing 13.6 V. Obviously the charging system appears to be working fine. I never really checked, but what should a good battery read when the engine is shut off?

Airbag lights are not common on 06+ Explorers, I did have one it was the clockspring, but we just don't see them for this concern.

I have a solid airbag light after the initial test on start up is done when my battery is getting bad. I have had to replace the battery twice in my 2007 EB V8. Once after about 3 years, and then again last year. It is the first indication the battery is going bad. After you drive it for a bit, shut it off and it does not come on until the next day, especially in the cold. I don't drive the car much so I think the battery runs down a bit between uses. It seems to shorten the life of the battery.
 






I had mine stay on a couple of times during our NW cold season. Certainly nothing like eastern cold seasons. After shutting down and restarting, the lite did not return.
