Hi guys, just noticed the even when my heater is on hot the air con compresser still cuts in and out is this normal or a fault.

It's normal. The aircon is not just for cooling air. It dries it as well which is great for keeping the windows from misting up!

If you set the switch to the footwell setting, then the air con compressor won't cycle and you save a teeny bit of petrol as well!

My explorer manual says the aircon won't kick in at all if outside temperature is below 4 degrees, does that sound right?
