Well there could be several reasons, but first things first: do you have sufficient refrigerant in you a/c system?

Ditto. There could be a bunch of reasons, but the most basic would be a low refrigerant charge.

Check your PM.

I have this same problem on my 95 xlt. Ive been slowly chizzeling away at all the problems and this is one im left with still. how can i add refridgerant?

To add refigerent properly, you need a gauge set. Harbor frieght sells a cheap set. Turn the engine off, hook up the gauges with both the red and blue valves closed. Hang the gauges from the hood latch, and position the hoses so that they are clear of the fan. Start the engine and turn on the ac. What are the gauges reading? With the low pressure side around 33psi, your high will be around 200 (acutal number will depend on ambient temp). If you have less than 30 psi, add some freon slowly to the low pressure side (blue valve).
DO NOT ADD TO THE HIGH PRESSURE SIDE!!!! Keep the can upright, do not turn upside down. (on some cars you can turn the can upside down, but until you learn enough to determine which cars, it is better to start with right side up). The can will freeze up as you add freon to your system. Fill a bucket of warm water, and place the can inside,,RIGHT SIDE UP! DO NOT HEAT THE CAN WITH OPEN FLAMES,,,VERY BAD IDEA! Use warm water only!

Add a little, turn the blue valve off and check pressure, then add a little more. Do it slowly until you get a feel for it, it will take a little while, be patient.
ALSO BUY A PAIR OF SAFETY GLASSES< AND WEAR THEM, you are dealing with pressurized freon, you must protect your eyes!
