Air Vents Always open

I just got the truck ('03 explorer xlt) and noticed that there is always cold air coming in behind my glovebox. It seems this vent only closes when on the highest fan setting. All other settings and speeds, it stays open. Is this normal (I don't think it is) or has any one else had this problem?

does it have a re-circulate button?

I'm not familiar with the controls on the gen3's
 






Similar problem on my '04. The small vents on the dashboard side that blow toward the window always blow cold air, regardless of the temperature setting on the climate control. The other air locations are according to the thermo-setting. I guess this could be normal to prevent fogging but I wish the temperature would match the thermostat setting. If the window fogs, I can turn on the defrost to control that. Why would anyone want cold air blowing on them in winter? Seems like a defect or something's broke.

I have the same issue, but now that it has gotten cold. it seems like the heater does not work as well as it did. Plus i just looked in the glove box and found leaves!!! I guess i have some digging to do, but what stops air from outside from getting in to the inside?
