Another garbage ebay chip?

I found this on Ebay and I was wondering if it could possible do anything at all. The only reason I ask is because it claims that it only advances ignition timing, and it doesn't fool the ecu into thinking it needs more fuel. I know its not going to produce 45 hp, but hey its only 25 bucks.
