I've checked the fuse (appears intact) and replaced the bulbs, but still no dice.

The vehicle is bone stock, so nothing I've done could have caused this to happen.

Any thoughts as to how I should approach this issue are much appreciated.

get a meter and check whether you are chasing a voltage problem (lack of) or a ground issue.

even just a test light will tell you if there's any juice there when they're supposed to be on. Key has to be "on" if it isn't running but key prob has to be "on" to get it out of Park

Does the car have to be in reverse to check?

If you're checking for voltage at the bulb end of the circuit, you would need to have the key in the"on" position as if it were running and the transmission would need to be in "R". Since your backup lights aren't on all the time, there isn't voltage there all the time. You should do a google search and check out some basic electric circuit info. Once you understand the concept, it's self explanatory. Otherwise you just try to memorize some steps that don't make any sense. It's easy.

So I guess put it in reverse and engage the parking brake, then check. Off to find a test bulb.

The vehicle doesn't have to be running, the key just has to be turned on as if it were. Make sure you turn the key off after you're done testing or your battery will go dead in a hurry. Don't get behind it while it's running and in reverse.
