backup lights

Can't seem to get reverse lights working on my 96 Explorer. Have replaced the neutral safety switch. Bulbs and fuse okay. Wiring (what I can see looks fine). Trying to get it through state safety inspection one last time (298K Miles on it)

Any suggestions?

I recently had the exact same problem and needed it to work to pass car inspection.
anyways i found out it was actually fuse number 27 not 26 that fixed the problem. fuse 27 is for the overdrive light and few other bits n bobs. give that a go
