So when i turn my fan on high, im not getting much air flow through the vents, the fan sounds very loud, like its not moving alot of air and just recirculating.

is this a common issues? Im also not seeing much air flow from the foot area either, The window vents seem to blow pretty good.

looking for ideas. I researched and apparently these explorers dont come with cabin air filters.

Correct, there is no cabin air filter. Drop the blower motor and squirrel cage assembly out and make sure that there isn't anything in the housing blocking the airflow and then put back in. Also, switch between the different modes (take it out of auto) and see if the airflow changes between the different areas correctly and report back what you find.

I have the same problem on my 06 as well, it's like the air output doesn't match the high fan speed, more noise than heat/air. I replaced the resistor but didn't fix it. I still haven't figured it out, would be interested in hearing what solution is.

Could be the blower door motor.
