Body molding fix

Got a 2003 Ex XLS that was pulled out of the snow by a tow truck. As a result, the paint from the end of the bumper molding to the wheel well molding is coming off from the bottom up.

Does anyone have any parts/body suppliers, ideas or out of the box fixes that arent too ghetto. I have gotten a quote from the collision shop for $650 and I'm trying to get around that .

I'd have thought that the tow truck would have to repair the damage he did when he pulled you out, or did you sign a waiver saying he was not liable for any damages caused? Or is it too late do pursue it now?
