Brake Light And Rear Turn Signal Short. Help!!!

My Explorer has developed a short somewhere in the rear turn signals and the brake lights. Both rear turn signals flash even with the turn signal switch in the off possision. When I press on the brake they stop. I removed the fuse for the 4 ways, cruise reset and the brake lights and they still flash. I have had this problem on and off for the last year. About 4 months ago I removed the fuse block from the swing arm bracket and it stoped. Now it has started up again. I check the connections on the wireing behind the fuse block and they seem to be in good shape.
One thing odd that happens is I loose the cruise control.
Any ideas or solutions would be GREATLY appreciated
 






you loose your cruise control because the backfeeding brakes make the cruise control think you are steping on the brake which will shut it off.
 






ok one question do you have a towing pigtail attached. if you do remove it then check the system ou they have a tendancy to short which will cause that problem.
 






Which fuse did you pull to make it stop last time?
Are you sure that you didn't hit the hazard switch by accident?
