Brake question

Sometimes when I am driving and press the brake in to a certain point the brake! and abs inop lights come on. I had new front brake pads put on last year and the problem stopped for a while but now it's happening more often. Also on the front wheels I see a dark red fluid gathering around the lip... is this brake fluid? Why would I be losing fluid out onto the wheels?

Check the fluid level in the master cylinder. If it is low you have a leak.
