brakes locking up??

Hi, this is my first post. I just switched over from a Wrangler... needless to say, I'm much happier so far.... I can hear myself think.

I have an 99 XLT 4.0 SOHC with auto AWD. I wanted to check my tires so i put it into neutral and jacked up the front passenger side tire. I wasn't able to spin the tire, almost as if the brakes were still on. I then jacked up both rear tires with it still in neutral and I couldn't get those tires to spin. Is this because of the awd and the transfer case or does it sound like I have a brake issue? I was told I might have a bad master cylinder or perhaps teh fluid needs to be flushed. The brakes work fine, in fact, i just had front rotors and pads put on.

Any advise would be appreciated, I'd hate to have more work done only to find out it's just the AWD, something I'm not used to.

You will have a lot of drag on the front axle due to the AWD.
 






Who gave the advise for a brake fluid flush??? a shop somewhere??? Bleeding to get the air out, OK, but flush? Never heard of that one before....
 






it was suggested because the fluid looks fairly dark and was one suggestion as to why the brakes might be being held up. Another suggestion was perhaps I had a bad master cylinder.
I was also told that that is a just the awd transfer case and not having all 4 wheels off the ground, thast why it was hard to almost imposible for me to spin the wheel. It didn't sound right to me, but I've never had an awd vehicle. I had both back wheels off the ground and it wouldn't spin, but that is when i was told that all 4 would need to be off in order to have them spin... Does this sound weird? Can anybody free spin their wheels when they jack them off the ground?? (in an awd or "auto" 99xlt)
 






Nobody else has tried to jack up one of the tires and was or wasn't able to spin it?
